Narrative
I was conducting a practice instrument approach ILS 17 in VMC conditions into CEW. I was VFR flight following with Eglin Approach and established inbound when I was given a frequency change to advisory. I was told 'multiple aircraft in the vicinity' by Approach when I was changing frequencies. I had previously heard Approach clear a helicopter for the same approach I was on but was ahead of me and another aircraft that was departing CEW to the north. I tuned to 122.9 and made a radio call that I was established inbound on ILS 17. I heard a response but it was from a different airfield I was not familiar with. I continued inbound and made another call for a 3 mile final to Runway 17. I didn't hear any response. As I was approaching the threshold at about 100 AGL I noticed a plane climbing but couldn't immediately see if it was coming or going. I noticed it getting bigger as my wheels were touching down and it side stepped to my left as it flew by and I was braking. I immediately exited the runway and stopped to check my frequency. I mistuned the frequency which should have been 122.95 for CTAF. I established comms and was told there were two aircraft in the pattern landing Runway 35. I departed Runway 35 and continued my flight.Being at an unfamiliar airfield I did not recognize the frequency being tuned incorrectly. The winds were variable so I am not aware of a preferred runway. I just assumed that because there was another helicopter ahead of me that did the same approach that the airport would be landing 17.
