SMA REQUESTS USE OF GRASS STRIP ADJACENT TO PAVED RWY. GRANTED. GND QUESTIONS TAXI FROM GRASS TO PAVED AREA WITH NO HOLD SHORT.

Narrative

WHILE CLRED TO LAND ON RWY 32 AT ASH; NH; I REQUESTED TO LAND ON THE GRASS LOCATED JUST IMMEDIATELY ON THE E SIDE OF THE PAVED RWY. I WAS GRANTED MY REQUEST FROM THE LCL CTLR 'AT MY OWN RISK;' WHICH IS STANDARD PHRASEOLOGY. AFTER A 300 FT ROLLOUT (ACFT IS STOL) I CONTINUED ONTO THE PAVEMENT AND EXITED ONTO THE FIRST TAXIWAY. THE GND CTLR WHO CLRED ME TO THE TIEDOWN AREA ALSO REMARKED THAT THE LCL CTLR WAS SURPRISED WHEN I DID NOT HOLD SHORT OF THE PAVEMENT. I ASKED IF THEY WERE USING THE GRASS AND THE PAVEMENT AS A PARALLEL OP. ATC SAID IT WAS A 'GRAY AREA' AND THAT RWY 32 WAS 'ACTIVE.' I SAID I WAS CLRED TO LAND WITHOUT ANY RESTRICTIONS (HOLD SHORT; ETC) AND THAT THE GRASS LNDG AREA IS SO CLOSE TO THE PAVEMENT THAT ANY OTHER OP IN MY AREA WAS UNSAFE TO ME; THE LNDG 'CLRED' ACFT. I BELIEVE FROM PAST EXPERIENCE/OBSERVATIONS AT THIS ARPT THAT A VERY DANGEROUS CONDITION EXISTS. I HAD; 3 YRS AGO; OBSERVED AN ACFT ON SHORT FINAL TO THE GRASS WITH ANOTHER ACFT CLRED TO TKOF ON THE PAVEMENT. THE LNDG ACFT WENT AROUND ON THEIR OWN. I TRULY BELIEVE WHEN CLRED TO LAND AT THIS ARPT; THE RWY IS THE LNDG AREA AND IT'S VERY PROBABLE TO HAVE THE ACFT'S WING OVER THE PAVED AREA AND ROLLOUT MAY INCLUDE EITHER SURFACE. SOME CLARIFICATION AT THE ASH ARPT IS NEEDED WITH NOTAMS OR ATC PROCS.
