Synopsis

AN ACR MLG TOOK OFF WITHOUT AN ATC CLRNC AT AN ARPT WITH PREDEP CLRNC PROCS. A CLRNC WAS ISSUED IN THE AIR.

Narrative

WE NEGLECTED TO CALL FOR OUR ATC IFR CLRNC FOR DEP FROM KSNA (JOHN WAYNE ARPT). OUT MISTAKE WAS DISCOVERED UPON CONTACTING DEP AT 1000 FT AGL WHEN COAST APCH ADVISED US TO 'SET SQUAWK' ON OUR TRANSPONDER. WE WERE CLRED TO TAXI BY GND CTL; AND CLRED FOR TKOF BY TWR IN PROPER FASHION. THE PROBLEM WAS IN PART CAUSED BY BEING TOO USED TO THE PRE-DEP CLRNC PROGRAM WHERE WE AND ATC CLRNC DELIVERY BECOME UNUSED TO CALLING FOR CLRNC. WE ALSO FIND CAUSE TO HAVE MISSED OUR SETTING TRANSPONDER CODE BEFORE TAXI; WHICH WOULD HAVE MADE US REALIZE THE NEED TO CALL CLRNC DELIVERY; DUE TO PREOCCUPATION WITH THE VERY HIGH INTEREST/EMPHASIS ON THE NOISE ABATEMENT DEP AT KSNA. BOTH OUR CREW IN THE COCKPIT AS WELL AS AT TWR/GND FUNCTION NEED TO REEMPHASIZE PROPER ATC IFR PROC WHILE IN THE TRANSITION TO PRE-DEP CLRNC PROGRAM AT ALL ARPTS SERVED BY ACRS THAT PARTICIPATE IN THE PRE-DEP CLRNC PROGRAM. AS FAR AS WE KNOW GND/TWR AT KSNA AND COAST APCH NEVER 'CAUGHT' OUR MISTAKE/OVERSIGHT; WE NEVER WERE ADVISED BY THEM OF ANY IRREGULARITY.
