Fractional jet flight crew reported the Captain advised ground personnel to remove the chocks before the Captain had set the parking brake and the aircraft rolled approximately 20 feet.
Narrative
After arriving at ZZZ Airport and clearing customs the parking brake was set; but the airplane needed to be turned around and fueled into the wind. The airplane needed fuel and oil which needed to be added to each engine. The airplane was triple chocked and I told one of the line service personnel to pull the chocks. That information was passed down to another lineman who pulled the chocks. After a minute my FO said that the airplane was moving and I immediately got into the seat and turned on the auxiliary pump which allowed me to stop the airplane. Line service thought they had made the mistake as the directions to pull the chalks was relayed to another lineman. I told him that it wasn't his fault but that with everything that was going on I had inadvertently left the parking break off. The aircraft rolled approximately 20 feet and was stopped without incident. I always check the parking brake before pulling chocks; but with the airplane being turned around and the fueling as well as the engine oil being added I didn't do what is normally an ingrained habit. I will be more diligent in making sure the parking break is set before pulling chalks.
Second reporter narrative
As we were in the ground in ZZZ Airport; we had a plethora of tasks at hand that the captain and I were trying to accomplish. After going through customs; and deplaning the passengers; we needed to get ready for the next flight. In doing so; we had to get the airplane turned around to start up into the wind; add oil in both engines; and do our routine preflight preparations. With the high workload we were under at the time; the captain advised the line tech to pull the chocks off the wheels. After a few seconds; I realized that the aircraft was rolling forward and that the parking brake was not engaged. The aircraft rolled about 20-30 feet by the time we were both able to jump up front; turn on the auxiliary pump to then engage the parking brake. We were able to put it to a complete stop; and had the line tech reinsert the chocks to ensure everything was okay. After speaking with the line tech and making sure everything was okay and we were calm; we continued the flight with no other events.The high task saturation of this event was definitely a factor in what happened; and we must continue to cover all our bases before proceeding to the next task.
