AN ACR PLT FLYING IN A REMOTE AREA INITIALLY THOUGHT THAT A COMPETITOR WAS HARASSING AND DELIBERATELY DELAYING FLTS BY HIS COMPANY. THE PERCEPTION WAS THAT THE USUAL COOPERATION WAS NOT THERE.

Narrative

I WAS READY TO DEPART FOR SEA AND BRAND X WAS COMING IN FROM THE SE. I COULD NOT GET A CLRNC DUE TO INBOUND TFC. I ELECTED TO DEPART WITH A VFR CLB AS I HAD COME IN 30 MINS EARLIER AND HAD NOT ENTERED ANY CLOUDS (BASICALLY CLR) OUT TO THE W. I TOLD THE FSS THAT IT WOULD WORK GOOD AS BRAND X WOULD BE COMING IN FROM THE SE (ON THE VOR APCH). HE SAID THAT BRAND X WAS NOT DOING THE VOR BUT THE FULL ILS VIA A TRANSITION. THIS SURPRISED ME AS WX WAS VERY GOOD AND WIND WAS ABOUT 15 KTS OUT OF W; MAKING THE VOR TO 29 A GOOD APCH. UPON EVALUATING THE SITUATION FURTHER; I DETERMINED BRAND X'S POS AND DECIDED A VFR DEP WAS STILL FINE. ABOUT TIME OF DEP; BRAND X CANCELLED IFR IN FULL VIEW OF US. HE MANEUVERED TO THE NW AND WE WENT SW. WE NEVER GOT CLOSER THAN 5 MI. THE PROBLEM WAS THAT THE TWIN WENT TO CTR AND GOT CLRNC TO CLB DIRECT TO A NAVAID AND THEN (CTR) ASKED US IF WE WANTED A CERTAIN COURSE FROM THE NEXT SECTOR. HE TOLD US TO MAINTAIN 290 DEG HDG WITHOUT MENTIONING ANY VFR CLB. THIS; TO ME; RELIEVED ME OF THE VFR CLB RESTRICTION. THE FUNNY THING WAS THAT I MAINTAINED VFR IN MY CLB AT ALL TIMES AND WENT SLIGHTLY OUT OF MY WAY.
