ARTCC RADAR CTLR CLRS AN ACR MLG INTO A HOT RESTRICTED AREA; THEN VECTORS ACFT OUT WHEN MIL CTLR ADVISES THAT AREA IS HOT.

Narrative

SECTOR HAD JUST BEEN SPLIT TO ULTRA HIGH. RADAR CTLR TOOK CTL OF SECTOR. AFTER APPROX 15 MIN; I WAS ASKED TO SIGN ON TO THE D-SIDE. AFTER APPROX 1 MIN; SEALORD CALLED OUR SECTOR TO INQUIRE AS TO THE STATUS OF AN ACFT THAT HAD PENETRATED A SECTION OF W157A KNOWN AS THE 'STARY AREA.' I THEN LOOKED AT THE ACFT AND ITS POS SEEING THAT IT HAD IN FACT PENETRATED THIS AREA. I STATED 'WHISKEY ALERT' TO THE SEALORD CTLR AND ADVISED HIM THAT THE ACFT WOULD BE TURNING OUT OF THE AREA. NO OTHER ACFT WERE INVOLVED. HOWEVER; AN AIRSPACE VIOLATION OF AN ACTIVE WARNING AREA HAD OCCURRED. THE R-SIDE ADVISED ME THAT SHE WAS NOT AWARE THAT THE STARY AREA WAS IN USE NOR HAD SHE CHKED THE AIRSPACE STATUS BOARD. SITUATION COULD HAVE BEEN AVOIDED HAD SHE CHKED THIS STATUS BOARD OR INQUIRED AT THE TIME SHE ASSUMED CTL OF THE SECTOR. I WAS NOT PRESENT AT THE TIME SHE ASSUMED CTL OF THE SECTOR AND THEREFORE CANNOT STATE WHETHER SHE WAS VERBALLY BRIEFED ON THE EXACT STATUS OF THE 'STARY AREA' OF W157A. SUPPLEMENTAL INFO FROM ACN 213314. I; CTLR B; WAS CONDUCTING OJT AT R67168. CTLR A CAME TO SPLIT THE ULTRA HIGH OFF ONTO R68 AND I WAS BEING RELIEVED AT R67 AT THE SAME TIME. CTLR A SAT DOWN AT SECTOR R68; TOOK HDOFS AND TFC BRIEFING. MY TRAINEE CALLED UP THE POS RELIEF CHKLIST AND GAVE A COMPLETE BRIEFING TO CTLR A AND TO THE CTLR RELIEVING US AT SECTOR R67. BOTH ACCEPTED RESPONSIBILITY FOR THEIR SECTORS. WE WENT ON BREAK. CTLR A LATER TURNED AN ACFT; AN MLG; INTO THE WARNING AREA AS A SHORTCUT. AFTER BEING TOLD BY THE WARNING AREA CTLING AGENT THE WARNING AREA WAS HOT; THE MLG WAS TURNED OUT. CTLR A TOLD SUPVR OF THE DEV AND SAID SHE WAS NOT BRIEFED THE WARNING AREA WAS HOT. THE CTLR WHO RELIEVED ME LATER SAID IN A STATEMENT HE RECEIVED A COMPLETE BRIEFING. CTLR A FAILED TO LISTEN TO THE COMPLETE BRIEFING AND FAILED TO CHK THE STATUS INFO BOARD BEFORE TURNING THE MLG INTO THE WARNING AREA.
