Synopsis

AN MLG ACR CREW TAXIED WITHOUT PROPER CLRNC.

Narrative

WE HAD JUST STARTED UP AFTER PUSHBACK FROM GATE AT BWI. NO OTHER TFC WAS MOVING ON THIS SIDE OF THE TERMINAL EXCEPT ONE LTT THAT WAS MOVING ONTO TAXIWAY 'B' WELL AHEAD (200 YDS) OF US. THERE WASN'T MUCH RADIO TFC ON GND CTL (120.2); BUT THE CTLR (AND ONE OTHER PLT) WERE STEPPING ON A LOT OF XMISSIONS (I THINK THE GND CTLR WAS WORKING ANOTHER GND CTL FREQ -- THIS CONTRIBUTED TO THE PROBLEM). WE MADE SEVERAL CALLS TO GND THAT WERE EITHER STEPPED ON OR JUST IGNORED; FINALLY WE GOT WHAT WE THOUGHT WAS A CLRNC TO TAXI ONTO 'B'. IN RETROSPECT THIS MUST HAVE BEEN FOR THE LTT IN FRONT OF US; WE MOVED OUT ONTO 'B' (ABSOLUTELY NO CONFLICT WITH ANY OTHER TFC) WHEN WE ACKNOWLEDGED THE CTLR SAID 'I DON'T WANT YOU ON A TAXIWAY WITHOUT A CLRNC AGAIN' IN A RATHER SNIDE TONE. CONCLUSIONS: WE MAY HAVE BEEN OUT ON 'B' WITHOUT A CLRNC; BUT IT CERTAINLY WASN'T APPARENT. NEXT TIME WE'LL JUST STAY PUT UNTIL SURE. CTLR SHOULD HAVE DONE A BETTER JOB WORKING 2 FREQS. HIS MISMGMNT GREATLY CONTRIBUTED TO THIS MISUNDERSTANDING. CTLR REALLY OVERREACTED TO OUR BEING ON WHAT IS ESSENTIALLY AN EXTENSION OF OUR OWN RAMP. THIS NECESSITATES WHAT IS MOSTLY A 'CYA' RPT.
