AN SMA PLT HAD A COMPLETE ELECTRICAL FAILURE WHILE IN AN ARSA. THEN THE PLT HAD A CONFLICT WHILE SOLVING THE ELECTRICAL PROBLEM OUTSIDE THE ARSA.

Narrative

I ENTERED THE ARSA FROM THE N AND WAS CLRED BY BWI APCH TO ENTER AT 4500 FT. I WAS APPROX 37 MI TO THE N. I HAD RECEIVED THE ATIS RPT; NO PROBLEM. AT APPROX 20 MI OUT I HEARD BURSTS OF STATIC ON THE RADIO AND MIXED WITH SOMEONE SAYING THEY WERE HAVING XMISSION PROBLEMS I HAD EXPECTED TO HEAR FROM APCH. I CHANGED RADIOS AND GOT THE SAME BURSTS OF STATIC. I CHANGED FREQS TO ANOTHER KNOWN APCH FREQ AND GOT NO RESPONSE. I TRIED TO XMIT ON ALL RADIOS AND I THEN THOUGHT IT MUST BE MY MIKE BUTTON BECAUSE I HEARD NO CHK; SO I GOT OUT MY HAND HELD MIKE. AT THIS TIME I WAS APPROX 12 MI OUT; NEAR GLEN L MARTIN ARPT WHICH IS ON A 12 MI ARC FROM BWI. I TURNED L STAYING THAT FAR OUT ON AN ARC. AHEAD I COULD SEE AN AIRLINER WHICH WAS GOING TO CROSS MY PATH AT THE SAME HEIGHT; SO I STAYED AT THAT POS; CIRCLED AND DROPPED TO 3500 FT. AT THIS TIME MY LORAN FLASHED STATING MALFUNCTION. MY AMMETER READ 2000; AND MY RADIO LIGHTS STARTED TO DIM. I EXITED THE ARSA TO THE E STAYING APPROX 12 MI OUT; FLEW OVER TO THE EASTERN SHORE AT 3000 FT. AT THIS TIME I ASSESSED MY SITUATION -- NO ELECTRICS. I HAD TO EXTEND MY GEARS BY EMER PROC. A PLANE FLEW CLOSE TO ME (3000 FT) WHILE I WAS CHKING THIS OUT (OUT OF THE ARSA) AND I MADE A HARD L TURN OUT OF THE WAY. I DROPPED MY GEARS AT THIS ALT AND I LANDED AT BAY BRIDGE -- NO FLAPS EITHER -- NO ELECTRICS.
