CALLED GND CTLR AT DET FOR TAXI. TOLD TO STANDBY. TAXIED TO EDGE OF FREIGHT RAMP CLR OF 'J.' GND CTL WAS ALSO WORKING TWR AND WAS COMMUNICATING WITH ACFT ON RWY 33 REGARDING DELAY WITH DEP RELEASE. CONTACTED BY GND; INSTRUCTED TO 'TAXI TO RWY 33 VIA G AND I.' NO MENTION WAS MADE OF HOLDING SHORT OF 33 ON I. GND TWR CTLR CONTINUED COM WITH ACFT ON RWY REGARDING DELAY. WE CROSSED RWY 33 ON I AFTER CONFIRMING WITHIN THE COCKPIT THAT THE ACFT POS WAS STATIONARY. XING RWY 33 ON I IS NECESSARY FOR FULL LENGTH. IMMEDIATELY AFTER WE CROSSED; THE CTLR INFORMED US THAT WE CROSSED THE ACTIVE RWY AND THAT OUR ACTIONS WERE NOT IN ACCORDANCE WITH STANDARD PROC. CONTRIBUTING FACTOR WAS THE TAXI CLRNC. WE WERE CLRED TO TAXI 'TO RWY 33.' I INTERPRET THAT TO MEAN FULL LENGTH. WE REMAINED ON THE ASSIGNED TAXIWAY. WE WERE NOT INSTRUCTED TO HOLD SHORT ON 'I.' CORRECTIVE ACTION: A) GND/TWR CTLR SHOULD HAVE INSTRUCTED US TO 'HOLD SHORT RWY 33 ON I.' B) GND TWR CTLR SHOULD HAVE CALLED OUR ATTN TO THE DEVELOPING SITUATION BEFORE WE CROSSED THE RWY RATHER THAN WAITING UNTIL WE WERE ACROSS AND CLR.
