ACR X TCASII TA RA EVASIVE ACTION TAKEN FROM VFR SMT Y. SEE AND AVOID CONCEPT.

Narrative

DURING CLBOUT ON THE PRADO 2 DEP THERMAL TRANSITION; AS I WAS CLBING OUT OF 12500 FT TO 14000 FT ASSIGNED; THE CAPT AND I OBSERVED A TCASII TARGET AT ABOUT 12 TO 1 O'CLOCK POS AND 700 FT ABOVE US ABOUT 3 TO 5 MI AHEAD OF US. ZLA GAVE US A RADIO FREQ CHANGE TO 125.8 (THIS WAS INCORRECT AND HELPED CAUSE THE TFC CONFLICT) AND DID NOT ADVISE US OF THE TFC OR ITS ALT. AS WE TRIED TO CHK IN ON THE NEW FREQ; THE TCASII SYS WORKED JUST AS ADVERTISED BY ALERTING US TO THE DEVELOPING CONFLICT. FIRST; IT CALLED A TA FOLLOWED SHORTLY BY MONITOR CLB RATE (WITH THE PROPER RED ARC NOT TO FLY INTO ON MY VSI). BOTH THE CAPT AND I SAW THE TFC; AN SMT Y. I FOLLOWED THE TCASII WARNING AND STOPPED MY CLB. WE WERE ABLE TO GET THE CORRECT RADIO FREQ OF 125.85 AND CHK IN WITH THE CTLR. AFTER I GOT SEVERAL MI AHEAD OF THE TFC; I CLBED TO 14000 FT. THE CTLRS NEVER MENTIONED THE TFC ON OLD OR THE NEW FREQS. MY CONCLUSION CAN ONLY BE THAT THE FIRST CTLR DID NOT SEE OUR CONFLICT TFC; BUT IF HE DID; HE SHOULD HAVE STOPPED OUR CLB OR AT LEAST CALLED IT OUT. WE MAY HAVE MISSED THE RADIO FREQ DUE TO OUR CONCERN OVER THE TCASII WARNING AND AVOIDANCE MANEUVER.
