Narrative
ACR X HAD JUST TAKEN OFF FROM DEN RWY 8L AND WAS ACCELERATING AND CLEANING UP AT 500 FT AGL. WE GOT A 'MONITOR VERT SPD' (RED ARC FROM 0 FPM DOWN); FOLLOWED IMMEDIATELY BY A 'CLB; CLB' (RED ARC FROM PLUS 1500 FPM DOWN; GREEN ARC PLUS 1500 TO PLUS 2500 FPM) RA DUE TO AN ACR Y DEPARTING RWY 8R AND PASSING OFF OUR R. WE WERE ON A 065 HDG; ACR Y WAS ON 085 HDG; AND PASSED OFF OUR R AT OUR ALT. TFC WAS NOT IN SIGHT PRIOR TO RA DUE TO AIRFRAME OBSTRUCTION (5 TO 4 O'CLOCK; LOW). POINTS TO CONSIDER: 1) THIS RA OCCURRED DURING A CRITICAL PHASE OF FLT. IT CAUSED MORE HAZARD DUE TO CREW DISTR THAN IT PREVENTED. RECOMMEND ALL RA'S BE INHIBITED BELOW 1000 FT. 2) DUE TO HVY WT AND ACCELERATION TO ICING SPDS; THE ACFT DID NOT HAVE ENOUGH ENERGY MARGIN TO COMPLY WITH CLB RA. RECOMMEND ICING SPD ENVELOPE INHIBITS BE DEVELOPED FOR MDT. 3) DUE TO DIVERGENT FLT PATHS; OTHER TFC HAVING US IN SIGHT; AND ATC HAVING US BOTH IN SIGHT; THIS RA WAS NOT JUSTIFIED. RECOMMEND IMMEDIATE SOFTWARE FIX TO RECOGNIZE DIVERGENT FLT PATHS. ALSO; RECOMMEND OPERATING TCASII IN TA ONLY MODE WITHIN TCA AND ATA.
