SMA PLT RECEIVING CHK OUT FOR INSURANCE PURPOSES. CKP PULLS L ENG AT 100 FT AGL ON TKOF. RPTR CTLS ACFT AND LANDS STRAIGHT AHEAD; GEAR UP.

Narrative

THIS NARRATIVE DESCRIBES AN INCIDENT INVOLVING A GEAR-UP LNDG OF AN SMA. THE L SET PLT; (PLT A) HELD A COMMERCIAL CERTIFICATE WITH MULTI ENG AND INST RATINGS AND A SECOND CLASS MEDICAL. HIS FLT EXPERIENCE WAS APPROX 1500 HRS. 130 HRS MULTI WITH 6 HRS IN TYPE. THE R SEAT PLT HELD AN ATP WITH MORE THAN 15000 HRS (PLT B). PLT B OWNS THE ACFT AND WAS PROVIDING AN ACFT CHKOUT TO MEET INSURANCE REQUIREMENTS PRIOR TO PLT A. BOTH PLTS RECEIVED AN IN- PERSON WX BRIEFING AT THE RDU AFSS. THE PLTS AGREED DURING BRIEFING BEFORE DEP FROM FDU THAT PLT B WOULD ACT AS PIC DURING THE FLT; AND WOULD SUPERVISE AND DIRECT THE ACTIVITIES OF PLT A. ON DEP FROM TDF; AT ABOUT THE MOMENT THAT PLT A WAS BRINGING THE GEAR LEVER UP; PLT B PULLED THE L ENG MIXTURE CTL TO IDLE CUT-OFF AND THE ENG SHUT DOWN. PLT A BELIEVES THE ALT WAS ABOUT 100 FT AGL WITH AN AIRSPD BTWN 95-100 MPH. THE ACFT YAWED TO THE L. PLT A REACTED BY PULLING BOTH THE THROTTLES TO IDLE AND MADE A STRAIGHT AHEAD LNDG WITH THE GEAR RETRACTED. THERE WAS NO TIME TO LOWER THE GEAR AND STILL LAND ON THE RWY. THE ACFT CAME TO REST ABOUT THE 3500 FT MARK OF THE 5000 FT RWY. BOTH PROPS WERE DAMAGED WITH MINIMAL DAMAGE TO THE BELLY OF THE ACFT. THE ACFT WAS JACKED UP AND THE GEAR EXTENDED.
