Hawker Captain reported an elevator trim malfunction that resulted in a rejected takeoff. The Captain taxiied off the runway on a taxiway and the left tires were flat requiring the aircraft to stop and a tow to the FBO.
Narrative
This report is being submitted as a result of a high speed aborted takeoff. We successfully flew a leg earlier in the day from ZZZ-ZZZ1 with no issues. In ZZZ1 we were departing runway XX. The FO was flying from the right seat. Checklists were completed and we were cleared for takeoff. Initial takeoff roll was normal with callouts performed and all systems normal. At approximately rotation speed; which for this flight was 116 knots we received a master caution and the red CONFIG light illuminated on the warning panel. It was simultaneously discovered that the aircraft would not rotate. I made the decision to abort the takeoff; took controls; applied full braking; full reverse thrust; and deployed the speed brakes. The FO called tower that we were aborting the takeoff. The aircraft quickly slowed and we made a normal and controlled exit from the runway onto taxiway 1. When we stopped the aircraft we discovered that the elevator trim had rolled to the full forward nose down position. We were able to move the trim to a normal position using the trim switch and the config check was clear. We discussed if there was any way either of us could have inadvertently moved the trim and decided it would be extremely difficult to move the trim from a normal hand position on the controls. When we attempted to taxi again the fuse plugs in the left wheels had melted and both tires were flat. One tire was coming off of the wheel and causing a bumpy taxi. We shut down on taxiway 1 and had airport ops and the FBO tug the aircraft to a safe location with the assistance of a wheel dolly. The passengers were taken by van back to the FBO. There were no injuries to any passenger or crew member.
