A Tower Local Controller reported they issued a low wing aircraft a go-around when a high wing aircraft which was instructed to hold short of the runway taxied past the hold lines with the low wing aircraft on short final.

A Tower Local Controller reported they issued a low wing aircraft a go-around when a high wing aircraft which was instructed to hold short of the runway taxied past the hold lines with the low wing aircraft on short final.
Narrative
While working Local Control (LC); I had two aircraft inbound; Aircraft Y approximately 1/2 mile final for Runway XX; full stop and Aircraft Z two miles in trail; touch and go. An air carrier and Aircraft X; were holding short of Runway XX at Taxiways 1 and 2. Aircraft X called up ready for departure; Runway XX at 2; I advised Aircraft X to standby as I had the two aircraft arrivals. Aircraft X acknowledged the arrival aircraft but proceeded to move forward; well across the hold bars at Taxiway 2. I sent Aircraft Y around on just less than 1/2 mile final. I advised Aircraft X of a possible pilot deviation and told them to immediately make a 180; cross the hold bars and then hold short of Runway XX at Taxiway 2. Aircraft X complied and then was issued the brasher warning with phone number. Aircraft X then called the OS (Operations Supervisor)/CIC (Controller in Charge) position while holding short; affecting no traffic while doing so.ZZZ is in the middle of a very large Runway and Taxiway project. There really aren't many recommendations that I can make except just remind all of the controllers to remain vigilant of these possible situations coming up in the future.
