Narrative
I flew an IFR flight plan from ZZZ-83D. I was flying the RNAV (GPS) Runway 25 approach into 83D. Over BONGE (FAF fix); I cancelled IFR with Minneapolis Center and squawked 1200 and continued a visual straight-in approach to Runway 25 into 83D. I made a 5 mile and 3 mile position report on CTAF to St Ignace Mackinac County traffic. The winds were very strong. At 3000 MSL; the winds were 250/40 knots. At 2000 MSL; the winds were 250/40 knots. I was experiencing light turbulence and some wind shear. Approximately 1500 MSL I received a traffic alert on my Garmin 750. I looked to my left but did not see any traffic. I continued the straight-in visual approach. At 1100 MSL; I visually saw a Aircraft Y in a descending base turn to final for Runway 25 at 83D. The Aircraft Y was within 50 feet of my aircraft. I immediately took evasive action and turned right to avoid a collision. I continued a climbing right turn to pattern altitude and setup for a straight-in visual approach to Runway 25 at 83D. I made an uneventful landing at 83D. After landing I met the PIC of the Aircraft Y to talk about the near midair collision. The PIC name is Person A. Person A identified himself as the chief pilot for a company. Person A admitted that he heard my 3 mile straight-in position report when he was on the ground at MCD. After Person A took off from MCD he set up for a base to final for Runway 25 at 83D. Person A said he made 1 position report for a 3 mile base to 83D. I never heard the position report. Person A never saw my aircraft and he admitted that he assumed I had already landed and would not be a factor.After talking to Person A; I felt that he should not have assumed I had already landed. Person A should have made a standard downwind entry into the traffic pattern for 83D or set up for a straight-in final outside of 3 miles knowing that I had reported a 3 mile final. If Person A had reported on CTAF his position turning on a 1 mile final I would have heard his call and would have taken corrective action to avoid a near midair collision. Lessons I learned due to the strong winds on final. I would have made a position reports at 2 mile final and 1 mile final since my ground speed was only 50 knots compared to my 90 KIAS airspeed.
Second reporter narrative
Received a radio call from an aircraft on a 3 mile final to Mackinac County airport while preparing to depart Mackinac Island airport. Made a radio call following that report that I was departing Mackinac Island airport for Saint Ignace airport. Estimated that the other aircraft would be landing on Saint Ignace/Mackinac County within 45 seconds and would not be a factor as I expected to land within 4-6 minutes of departure. Departed Mackinac Island airport Runway 26 for Runway 25 at Saint Ignace airport. Called a left base for Runway 25 at Saint Ignace airport and did not see any traffic on final approach. Landed and taxied off the Runway. Then received a radio call 'To the pilot of the twin engine aircraft that just landed on Mackinac county. Are you on frequency? We are on a two mile final for Runway 25 and making a right 360 to avoid a mid-air.' I responded that I was on frequency and that I was on the ground and clear of the Runway.
