FORECAST FOR SEL WAS SCATTERED TO BROKEN; VISIBILITY 3000 METERS; NO RAIN; HOWEVER; EXISTING WX WAS LIGHT RAIN. UPON ARRIVING SEL; CB'S SURROUNDING AREA. ATIS GIVING 800 SCATTERED; 6000 BROKEN; 2700 METERS; LIGHT RAIN. CLRED FOR APCH TO 14R; HVY RAIN AND MODERATE TURB ENCOUNTERED. COUPLED APCH TO CAT I MINS FLOWN; WITH TOUCHDOWN IN TOUCHDOWN ZONE HVY RAIN. ACFT HYDROPLANED FULL LENGTH OF 14R-32L; #2 ENG DID NOT REVERSE; #1 AND #3 REVERSED TO FULL STOPS; BRAKING ACTION NIL. ENG #2 SHUTDOWN AT MID RWY (ABOUT 5000 FT); FO ALSO ON BRAKES -- BRAKING ACTION STILL NIL. ANTI-SKID BEGAN CYCLING IN LAST 200 FT OF RWY; REVERSER SPRAY ENVELOPED COCKPIT; ACFT ENTERED A R SKID. REVERSERS 1 AND 3 SLOWLY STOWED; ACFT STOPPED WITH MAYBE 50 FT OF RWY LEFT. TWR ADVISED OF BRAKING ACTION NIL; DID NOT HEAR THEM PASS IT ON TO ANY SUBSEQUENT ACFT. RECOMMENDED TO SEL OPS SUSPEND OP UNTIL WX OR RWY CONDITIONS IMPROVED.
