SMA X PLT INITIATED GAR. CPR Y OPPOSITE DIRECTION APCH TO SAME RWY. SEE AND AVOID CONCEPT.

Narrative

AS PIC OF SMA X I WAS ON A 1 MI FINAL FOR RWY 12R AT CPS. I HEARD THE PLT OF CPR Y RPT THE OM FOR RWY 30L WHICH IS OPPOSITE DIRECTION TFC 4.8 MI SE OF THE RWY I AM APCHING. I HAD ALREADY BEEN CLRED TO LAND RWY 12R. THE CTLR CLRED CPR Y TO LAND 30L. THERE WAS NO TA GIVEN TO ME; NOR A CHANGE OF CLRNC. WHEN I WAS 1000 FT AND 100 FT HIGH; THE CPR Y PLT RPTED 2 MI FINAL. HE WAS IN MY SCAN AND CLOSER THAN 2 MI FINAL. THE CTLR AMENDED MY CLRNC TO CONTINUE FOR A LOW APCH HEADED DIRECTLY FOR THE INCOMING TFC; AND THAT I SHOULD TURNOUT SHORT. I WAS BELOW A LOW APCH ALT; AND I TOLD HIM I ELECTED AN IMMEDIATE GAR. MY BEST CLB TOOK ME ONLY TO 280 FT AT A POINT 3000 FT DOWN THE RWY 12R. OBSERVING THE OPPOSITE DIRECTION TFC ABOUT TO CROSS THE THRESHOLD; I TURNED S OVER A RESIDENTIAL POPULATED AREA; AT AN ALT LESS THAN A MSA. THE TIME LAPSE WAS APPROX 39 SECONDS. I BELIEVE THE CTLR PLACED ME IN A SITUATION WHICH IF ANY OF 4 SCENARIOS OCCURRED AN ACCIDENT WOULD HAVE BEEN VERY PROBABLE. WHILE I AM SURE THAT THE CTLR WANTED TO GIVE THE BEST POSSIBLE SVC TO THE CPR Y; I BELIEVE HE FAILED TO KEEP THE NECESSARY 4000 FT WITH HIS HANDBOOK 7110.65F CHANGE 6. SPECIFIC REFS: 1.2-2 DUTY PRIORITY A; 2.2-4 OPERATIONAL PRIORITY; 3.2-21 TA'S; 4.3-90;3-91;3-93 CHANGE 7; 5.3-122 SAME RWY (NO REAL GUIDANCE). I WISH TO COOPERATE IN EVERY WAY FOR THE SAFETY OF FLT OPS. HOWEVER WHEN I AM UNABLE TO COMPLY WITH A CLRNC AND ELECT TO EXERCISE PLT DISCRETION; I RESENT ENDANGERING THE SAFETY OF THE RESIDENTIAL AREA. FAR 91.119;A;B.
