Air carrier Captain reported two damaged boxes which contained Hazmat items discovered during preflight. The decision was made to remove the whole container prior to departure.
Narrative
During preflight inspection of Dangerous Good container; the first officer observed 2 damaged boxes and was told there was a third damaged box that were loaded in the container. The First Officer asked for confirmation with myself; the Captain; where I agreed with his observation that there were 2 visible damaged boxes. The boxes contained flammable liquids and as per the FOM. We determined that the packages needed to come off. We asked for the individual packages be removed and keep the rest of the container's contents to remain onboard; but were told that the decision was made to remove the whole container. The Duty Officer and Dispatcher were notified.Cause: Improperly loaded damaged DG (Dangerous Goods) packages.Suggestions: Do not accept damaged packages from sender; if damaged prior to acceptance. Take better care to not damage packages during ground transportation of package to airport if the damage occurred during that portion of the transportation. Do not load damaged packages in the dangerous goods container.
