ATX X DEPARTED ANC INTL ARPT RWY 32 SID HDG 300 DEGS CLBING TO 5000 MSL. ALPHANUMERIC SECTOR IDENTIFIER APPEARED (TAGGED) ON SCOPE AS AN 'S;' RATHER THAN AN 'N' DUE TO INCORRECT COMPUTER CONFIGN; AN ATC HUMAN ERROR. ATX X WAS IDENTED AND TURNED W MAINTAINING 5000 MSL. INBOUND ACR Y DSNDING FOR APCH TO RWY 06R FROM THE NW CLRED TO 2000 FT MSL AND ON S RADAR FREQ HDG APPROX 150 WAS ON CONVERGING COURSE IN N RADAR SECTOR AIRSPACE. ATX X WAS HDG 260. N RADAR TRANSFERRED COM WITH ATX X TO S CTLR. S CTLR WAS ON 2 FREQS; WORKING S DEP SECTOR COMBINED WITH FINAL RADAR; SEQUENCING 6 OR MORE ACFT; ALL TYPES AND SPDS; TO RWY 06R FINAL. TIME OF DAY REQUIRED THAT THE SECTORS BE DECOMBINED. A POOR DECISION TO COMBINE SECTORS WAS MADE BY A NON-AREA RATED AREA MGR. THE CONFLICT OCCURRED IN N RADAR AIRSPACE. S CTLR MISSED TFC POINTOUT TO ACR Y HE WAS WORKING INTO THE FINAL SEQUENCE. WHEN ATX X FIRST CAME ON S DEP FREQ HE ADVISED HE HAD JUST DEVIATED FROM ASSIGNED ALT FOR A TCASII ADVISORY. ACR Y PLT LATER CALLED ON TELEPHONE AND SAID HE RECEIVED A TCASII ALERT BUT DID NOT RESPOND AS HE HAD VISUAL CONTACT WITH ATX X. VISUAL SEPARATION WAS NOT APPLIED BY ATC. WHEN S CTLR HEARD ATX X XMISSION; HE OBSERVED BOTH ACFT LESS THAN 3 MI/1000 FT VERT SEPARATION; FLT PATHS CROSSED.
