B737-800 flight crew reported exceeding flap extend speed when ATC changed their runway assignment late in the approach. Wake turbulence was also cited as contributing.
Narrative
Inbound MIA filed FROGZ4 MARCI transition. Given direct KLEET which is on GAWKS transition. We started to get busy at this point while bouncing in and out of cumulonimbus build ups. Switched over to Approach and were told expect visual 8L. We had planned Runway 9 as is usually the case from this arrival. I told the First Officer (FO) I would set us up for that since we were bouncing around pretty good and he had his hands full with misc. ATC instructions like change in airspeeds. As soon as I was done reprogramming the FMC and aircraft for the RNAV 8L; ATC switched us back to ILS 9. This caused a hurry as we were approaching LLEGG intersection which changes the arrival. The ATC instructions were to proceed to LLEGG and intercept localizer. This created a higher altitude situation and the FO was trying his best to get down and slow down per ATC instructions. In this situation we were down going down the glide slope and trying to slow down asap. FO was calling for flaps and gear as needed and called for flaps 15' at 208 kts. (200 max) and since I was finishing up FMC HUD check; I just reached over and selected the flaps from 5' to 15'. I immediately knew what I had done and returned the flap lever to 5'. I don't think the lever was in the 15' slot for more than 1-2 seconds. Flew rest of approach without incident under stable approach criteria.Cause: We got task saturated in busy airspace and rough ride conditions; therefore I got ahead of company procedures to look and say speed verified.Suggestions: Strict adherence to company SOP.

ATC send us direct KLEET for the FROGZ4 arrival for Runway 8L RNAV all of a sudden they told us to expect Runway 9 we were high and they told us to slow down which did not help we exceeded the flaps 15 speed 8 kts. faster at 208 kts. next time I would ask for vectors to avoid the mistake that I did for asking for flaps 15 my Captain put the flaps back to flaps 10 in 1 second when he realized that we where 208 kts. we contacted Maintenance and reported I will be more careful in the future. Cause: We where in rough air and were cought in the wake turbulence from an aircraft in front of us and ATC giving us a last minute change of runway which ultimately played in beeing behind on a stable approach it was my mitake to accept the last minute change of runway.Suggestions: I would not accept the approach and ask for vectors to not be in a rush.
