CJ3 Citation First Officer reported on takeoff roll; main tire failure and subsequent brake failure resulted in a critical equipment issue; ground loss of control and runway excursion.

Narrative

On takeoff roll at about 70 knots; our left main landing gear tire failed causing a total blowout. Upon instructions of my Captain (PF) I deployed the speed brakes and ground flaps to assist with braking. I then told ATC that we were aborting takeoff and would attempt to clear runway XX. They inquired why we were aborting the takeoff and I responded that we either had a brake lock up or had lost a tire on the left side. Another pilot told us that we were on our left rim with no tire. While I was communicating with ATC; my captain was doing his best to keep the plane on the runway; as it was pulling hard left. ATC approved us to take a right turn at the end of the runway (taxiways were only off the right of the runway with nothing available to the left). The plane was under control and going down the middle of the runway. At this point we both realized that we have no braking action on either side. Both my Captain and I were attempting to brake with no success whatsoever. At this point; we were approaching the end of the runway with no ability to stop or turn to the right. At a speed of about 5 knots; we went off of the end of the runway while attempting as best we could to make a right turn onto the taxiway. I informed ATC what had happened and that we would need a tow. Luckily no damage was done to the aircraft or airport facility due to the excursion because of the low speed. Everybody was fine and I exited the aircraft with a fire extinguisher in case the leaking brake fluid had caused a fire. I reported to my Captain that there was no fire and everything was OK. Ops vehicles showed up to assist. It was very unfortunate that the shredded tire severed our brake lines or I am positive that we would have been able to stop on the runway or vacate the runway completely. But without any brakes; we were not able to come to a complete stop or make the turn away from the bad left main tire. Personnel showed up and we discovered a pothole on the runway. Both them and us as a flight crew agreed that we had hit that or picked up some other FOD at some point for this to have happened. There is also extensive construction going on a ZZZ [airport] right near the ramp and downwind from the ramp at that time.
