ACR Y ISSUED GAR AFTER ACR X ISSUED CLRNC INTO POS ON ACR Y LNDG RWY.

Narrative

ACR X WAITING ON THE CONCRETE PAD AT RWY 24L AT LAX; TWR CLRED US ONTO THE RWY. I ACKNOWLEDGED; 'WE WILL TAXI ONTO THE RWY.' WHILE TAXIING FORWARD; I TOLD THE CAPT TO 'HOLD ON;' WHEN I OBSERVED A COMMUTER COMING IN FOR A LNDG ON RWY 24L. THE CAPT THOUGHT I WAS SAYING HOLD ON FOR A WDB LNDG ON RWY 24R. I TOLD THE CAPT TO 'STOP.' HE DID; BUT HE WAS PROBABLY 20-30 FT PAST THE HOLD SHORT LINE. I COULD STILL SEE THE LINE OUT OF MY WINDOW. SEVERAL SECONDS PASSED; THEN TWR SENT ACR Y AROUND. WE WERE 20-30 FT FROM ACTUALLY BEING ON THE RWY. AFTER ANOTHER COUPLE OF MINS; TWR CLRED US FOR TKOF. SUPPLEMENTAL INFO FROM ACN 212784: AS WE WERE MOVING TOWARD THE 'HOLD SHORT LINE;' TWR TOLD US TO TAXI INTO POS AND HOLD. WE RESPONDED WITH FULL CALL SIGN AND READBACK. AS WE MOVED VERY SLOWLY PAST THE 'HOLD SHORT LINE' THE FO CHKED FINAL APCH FOR RWY 24L AND SAW AN LTT 1/4 - 1/2 MI FINAL. HE SAID 'STOP.' I LOOKED PAST THE FO AND SAW THE ACFT AND GENTLY STOPPED. WE WERE SHORT OF THE RWY BUT PAST THE 'HOLD SHORT LINE.' TWR TOLD ACR Y TO GAR. HE TOLD US AGAIN TO 'TAXI INTO POS AND HOLD' AND THEN CLRED US FOR TKOF.
