Synopsis

Air carrier flight crew reported ground conflict with another aircraft during taxi to gate.

Narrative

We were told to hold short of runway XX at taxiway 1 after clearing the runway at the end. Portions of the taxiway was under construction. We were told that we will have to enter the runway when instructed and taxi to taxiway 2 and then exit to the gate. We received instructions to enter the runway and expedite to taxiway 2. We proceeded to visually clear the area left and right before initiating our taxi onto the runway. The first officer notices an aircraft on the runway about 2 seconds after I initiated the taxi. The first officer told me to stop the aircraft and also assisted me in applying maximum brake pressure to avoid a collision with the other aircraft on the runway. We avoided a potential collision with the other aircraft.We believe the other aircraft made a 180 turn on the runway instead of exiting the runway. We were given instructions to taxi onto the runway but we were not alerted that the other aircraft was on the runway and approaching us from the right. ATC insuring that the runway is clear before issuing us taxi instructions onto the runway.

Second reporter narrative

We cleared runway XX and was taxing in and advised to hold short of the runway on [Taxiway] 3 for landing traffic. Tower then told us to expedite onto the runway and taxi to Taxiway 2 and stated to expedite again at the end of the transmission. I replied taxi onto runway XX vacate at Taxiway 2 and we would expedite. We visually started to clear left and right prior to taxing onto the runway; the captain cleared left and I was looking right to clear but instead I said STOP STOP STOP" as I saw a Aircraft Y taxing fast down the runway. The taxiway prior to entering the runway is short and I didn't want to enter the runway since Aircraft Y was already taxing fast down the runway; and the captain unable to see Aircraft Y at the time and not knowing the urgency I assisted in applying maximum brake pressure to not enter the runway and collide with Aircraft Y. We were never told of any other traffic or to follow any other traffic. We were told to expedite down to taxiway 2. The captain and I believe the Aircraft Y plane were given the same taxi instructions we were initially given to clear the runway and taxi like we did but he made a 180 on the runway and proceeded to taxi past us.ATC clearing the runway prior to giving another aircraft instructions to taxi onto the runway and expedite."
