AN SMA WITH A FAMILY ABOARD WAS TERRIFIED BY AN NMAC WITH AN SMT JET IN A STEEP CLB.

Narrative

I WAS IN STRAIGHT AND LEVEL FLT; CRUISE CONDITIONS VFR; SANTA MARIA TO REDLANDS (L12); APPROX SPD 160 KTS. SMT IN CLBING ATTITUDE PASSED OFF R WING AT SAME ELEVATION AS MY ACFT WHEN EVEN WITH R WING; DID NOT OBSERVE SMT UNTIL AT 3 O'CLOCK POS. IT CONTINUED PAST IN CLB; OBSERVED NO INDICATION OF CHANGE OF COURSE ON PART OF SMT INDICATING PLT DID NOT OBSERVE MY ACFT. MY MODE C TRANSPONDER ON 1200 AND OPERATIONAL. LOCATION AND POS OF SMT SUGGESTS ACFT HAD DEP SANTA BARBARA ARPT. IF SMT ON IFR PLAN; CTLR SHOULD HAVE WARNED SMT. IF SMT VFR; NOT CLR TO ME JUST WHAT WAS RESPONSIBILITY OF CTR/APCH CTLRS. PITCH ATTITUDE OF SMT SUFFICIENTLY STEEP THAT IT IS POSSIBLE PLTS COULD HAVE BEEN LOOKING AND NOT SEEN MY PLANE DUE TO VIEW AHEAD; BEING BLOCKED BY NOSE OF SMT. THIS SITUATION CAME WAY TOO CLOSE TO A MIDAIR. MY WIFE AND 6 YR OLD DAUGHTER IN MY ACFT -- MY WIFE STAYED SCARED FOR HRS. SUGGESTION: SMTS SHOULD NOT DEPART GND IN STEEP CLB UNDER VFR RULES (WHICH I ASSUME TO BE WHAT HAPPENED). RPTED INCIDENT TO ZLA WITHIN APPROX 30 SECONDS. RPT IGNORED BY CTR CTLR (BAD PUBLIC RELATIONS).
