SMT X WAS TAXIED INTO POS TO HOLD ON RWY 4 FOR AN INTXN DEP. GND CTL APPROVED THE RWY 4 DEP WITH LCL CTL BECAUSE RWY 4 WAS AN INACTIVE RWY. ACR Y WAS FINISHING ITS LNDG ROLLOUT ON RWY 29R. RWYS 29R AND 4 INTERSECT. AFTER ACR Y ROLLED THROUGH THE INTXN OF RWY 4 LCL CTL CLRED SMT X FOR TKOF. ACR Y CALLED GND CTL AFTER EXITING RWY 29R. GND CTL INSTRUCTED THE ACR Y TO TAXI TO ITS GATE. THE ROUTING REQUIRED THE ACR Y TO CROSS RWY 4. ACR Y OBSERVED SMT X DEPARTING RWY 4 AND STOPPED A SHORT DISTANCE ONTO THE RWY. SMT X WAS AIRBORNE ABOUT 2000 FT PRIOR TO ACR Y'S POS AND CLBED OUT NEAR ACR Y. ELAPSED TIME FROM WHEN SMT X WAS CLRED FOR TKOF UNTIL HE BECAME AIRBORNE WAS 46 SECONDS -- SMT X HAD DELAYED HIS TKOF ABOUT 30 SECONDS WITHOUT ADVISING ATC. GND CTL HAD PLANNED FOR SMT X TO NOT BE A FACTOR WHEN ACR Y APCH RWY 4 ON HIS WAY TO THE GATE. THIS WAS BASED ON THE DISTANCE ACR X HAD TO TAXI TO GET TO RWY 4 AND THE AMOUNT OF TIME THAT HAD PASSED SINCE THE SMT X HAD BEEN CLRED FOR TKOF. SUPPLEMENTAL INFO FROM ACN 213909.
