Narrative
I was wing walking Aircraft X for departure to SAN out of gate XX. We had already passed the OSZ (Outer Safety Zone) and the service road and were almost at the final marshal location. A bag runner; Person A; was in tractor and drove past the road into the taxi area and drove in front of the wing of our moving aircraft. I used my wands to indicate the emergency stop and my Dispatcher sees him and tells him to leave. We stall operations trying to get him to leave the taxi area and he continues to approach to try and get us to load a bag. then he leaves and parks in a nearby gate. now the engine is running; and we are disconnecting when he approaches the plane on foot again with the bag in the taxi area. We are shouting at him to leave. He wants us to load a bag but the engine is running; we are outside the OSZ; and the bypass pin has been removed. Then a Supervisor drives up to us and we try to communicate the safety violation of him entering the taxi area and driving in front of the moving aircraft. Person B; the supervisor; says he saw what happened; talks to Person A as we final marshal; and he drives away. This wasn't one moment of poor judgement; but persistent disregard for safety and warnings from others. We try to discuss what happened with Person B and he is only concerned about the bag; 'Hopefully the bag makes it on the next flight'; and he ignores our attempts to communicate and leaves. Frustrated with the safety violation; my entire crew goes to the manager's office to notify a manager; who was in his office and watched the video with us.
