Synopsis

AN SMA HAD AN NMAC WITH ANOTHER SMA. THE RPTING SMA WAS PRACTICING MANEUVERS WITH STUDENT INSTRUCTOR PLT.

Narrative

I WAS FLYING WITH A PRE-SOLO STUDENT REVIEWING MIN CTLABLE AIRSPD; STALLS; ETC. SINCE THE VISIBILITY WAS SO POOR; BEFORE EACH MANEUVER WE 'CLRED' THE AREA WITH 360 DEG TURNS. AFTER THE FINAL TKOF DEP STALL; WE LEVELED OFF AT 3000 FT MSL AND STARTED TO HEAD BACK TO DEKALB- PEACHTREE ARPT. WE BOTH LOOKED UP AND SIMULTANEOUSLY SHOVED THE CTLS FULL FORWARD TO AVOID HITTING THE SMA. WE WERE ON A SOUTHWESTERLY HDG AND THE OTHER ACFT WAS ON A NORTHEASTERLY. AFTER WE RECOVERED FROM A NOSE-LOW ATTITUDE; WE NEVER SAW THE SMA AGAIN. I FEEL WE USED THE CORRECT COLLISION AVOIDANCE PROCS WHILE PERFORMING EACH MANEUVER. I HELD A MEETING AT THE ARPT MGR'S OFFICE TO DISCUSS WITH VARIOUS FLT SCHOOLS WAYS WE COULD DESIGNATE TRAINING SECTORS WITH SEPARATE AIR-TO-AIR FREQS SO WE CAN COM WITH OTHER ACFT AND RPT WHERE WE ARE AND AT WHAT ALT WE'RE FLYING WHILE IN THOSE SECTORS. THERE SEEMED TO BE QUITE AN INTEREST; BUT NONE FROM THE LCL ATC SUPVR. I ALSO CONTACTED THE FAA OFFICIALS AT FULTON COUNTY ARPT TO DISCUSS THIS AND THEY TOLD ME THEY WOULD GET BACK TO ME. I'M STILL WAITING! WE HAVE 12 FLT SCHOOLS HERE AT PDK; SOMETHING NEEDS TO BE DOWN. I FLT INSTRUCTED IN GREENSBORO; NC; AND THE LCL FLT SCHOOLS PARTICIPATED IN THE AIR-TO-AIR FREQ IN THE TRAINING AREA AND IT WORKED GREAT.
