ACR Y CLB THROUGH OCCUPIED ALT RECEIVED TCASII RA SLOW CLB HAD LTSS FROM SMA X. SYS ERROR.

Narrative

I WAS WORKING THE W DEP CTL SECTOR AT ORLANDO TRACON; WORKLOAD WAS MODERATE WITH DEP; OVERFLT AND VFR ACFT. SMA X WAS BEING VECTORED; AROUND ARR TFC BEING WORKED ON ANOTHER FREQ; AT 7000 FT. I HAD; PREVIOUS TO THE ERROR; BEEN STOPPING DEP TFC AT 6000 FT DUE TO SMA X AT 7000 FT. NORMAL CLB ALT FOR THIS SECTOR IS 8000 FT (BELOW ARR AIRSPACE). WHEN ACR Y CHKED IN ON INITIAL CONTACT; I CLBED HIM TO 8000 FT (OUT OF HABIT) THINKING I HAD ISSUED 6000 FT (FOR SEPARATION FROM 7000 FT OVERFLT). I ISSUED TFC TO BOTH ACFT; SMA X RPTED ACR Y IN SIGHT AND WAS HANDED OFF TO THE NEXT SECTOR. AS I OBSERVED ACR Y CLBING THROUGH 6000 FT; I TOLD HIM HE SHOULD BE AT 6000 FT; 'TFC 12 O'CLOCK; 1 MI.' HE ADVISED ME TCASII RA HAD TOLD HIM TO SLOW HIS RATE OF CLB AND ADVISED ME I HAD ISSUED HIM 8000 FT. I TOLD ACR Y I THOUGHT I HAD ISSUED HIM 6000 FT AND CONTINUED THE SESSION; BUSINESS AS USUAL. MY ONLY COMMENT; IN THIS MATTER; IS; I ISSUE 8000 FT SO OFTEN ON THIS SECTOR; THAT I ISSUED IT OUT OF HABIT (EVEN THOUGH I INDICATED 6000 FT ON THE FLT PROGRESS STRIP); A HUMAN ERROR.
