DEPARTED JBR VMC AFTER COMPLETE BRIEFING FROM LCL FSS. I HAD PRIOR KNOWLEDGE OF TSTMS IN STL AREA. ARTCC ALLOWED DEVS FOR WX; TO INCLUDE PHRASE 'DEVIATE AS NECESSARY; DIRECT STL WHEN ABLE.' AFTER ENCOUNTERING IMC AT 9000 FT WITH CONTINUOUS LIGHT/MODERATE TURB WITH OCCASIONAL SEVERE TURB; RECEIVE CLRNC TO 4000 FT. I HAD LOWERED LNDG GEAR FOR TURB DSCNT. HANDED OFF TO APCH CTL; I REQUESTED LOWER. CONDITIONS WERE NOW LIGHT TO MODERATE RAIN WITH OCCASIONAL HVY RAIN IN SQUALLS. APCH CTLR SAID; 'EXPECT 3000 FT IN 10 MI.' I HAD BEEN TRACKING DIRECT TO STL VOR WHEN APCH DELIVERED 'FLY 330 DEGS; JOIN 30R LOC; CONTINUE INBOUND.' SHORTLY AFTER; ALL RECEIVED FROM COM RADIOS WERE SCRATCHY POPS. BOTH RADIOS WERE USED TO ATTEMPT TO CONTACT ALL APCH. BOTH TWR FREQS BEGAN 'BLIND RPTS' SQUAWKED 7600. FLEW THE ILS 30R; WITH 'BLIND RPTS' AT OM INBOUND; FIELD IN SIGHT; REQUESTED CLRNC TO LAND AND REQUESTED GREEN LIGHT FROM TWR -- NONE RECEIVED. TAXIED TO RAMP WITH NO COM. NOTED LINE UP OF ACRS AWAITING TKOF. WATER ON RADIO.
