Narrative

AFTER GETTING A WX BRIEFING AND NOTAMS FOR A FLT FROM SALEM; OR; TO ARLINGTON; WA; ON THE EVENING OF JUL/XX/91; I PICKED UP A PAX AT NEWBERG; OR; AT XA00 AM ON JUL/XY. WE GOT FLT FOLLOWING FROM PDX AND FLEW N TO CHEHALIS; WA; WHERE WE HAD LUNCH. BEFORE DEPARTING CHEHALIS WE GOT A PIREP FROM A PLT WHO HAD JUST LANDED AND HAD COME FROM SEATTLE. HE TOLD ME THAT WX WAS VFR AT 1500 FT ALL THE WAY TO ARLINGTON. WE DEPARTED CHEHALIS AND HEADED N (WE DID HAVE MODE C). JUST PAST BREMERTON; THE CEILING WAS ABOUT 700-800 FT SO WE DID A 180 AND HEADED S. I WAS FLYING AT ABOUT 500 FT AGL WHEN I SAW BREMERTON NATIONAL AND ASKED FOR A RWY ADVISORY. I WAS INFORMED THAT THE FIELD WAS CLOSED FOR HIGH SPD JET TFC IN THE AREA. AN SMA WAS ON THE RAMP BEING REFUELED. I TOLD UNICOM THAT I REALLY WANTED TO PUT MY PLANE ON THE GND; AND HE RECOMMENDED RWY 19. AFTER LNDG I WAS APCHED BY AN FAA EXAMINER WHO INFORMED ME THAT I HAD BUSTED A CTL ZONE WITHOUT CLRNC. THE FIELD WAS ALSO CLOSED FOR A MEDIA AIR SHOW OF THE SMA. THERE WAS NO OTHER TFC IN THE AREA. I MADE THE DECISION TO LAND SAFELY; AT AN ARPT; RATHER THAN PROCEED INTO MARGINAL WX. AFTER THE WX LIFTED TO 1000 FT AND 10 MI VISIBILITY; I RETURNED TO SALEM.
