Synopsis
PA28 Maintenance Technician reported errors in documentation of an aircraft's annual inspection resulted from the process being poorly managed by company.
Narrative
Aircraft was woprked on at a remote airport. I was tasked with performing annual inspection open up; normal servicing of systems & addressing customer list of items that were requested to be replaced. In troubleshooting ignition system concerns; I determined that the ignition switch was likely faulty & intermittent. A new switch was procured P/N 10-357200-1 ACS 510-2 & installed per the Mfg installation instructions; but due to other conflicting task ie: mageneto replacement the P leads were not installed in order to verify correct P lead on L&R magneto. The airplane had numerous other discrepancies that were addressed over a period of months. The annual inspection was performed by another person who holds an Inspection Authorization. The aircraft was returned to service & log books signed before the ignition work was completed. My company was notified after an invoice was submitted over more than a month that the aircraft still had open items that they were disputing. I was made aware from my manager that the ignition switch wire were not connected. My company offered to correct the issues but the owner refused to agree to us working the problem due to I believe to be litigation pending. This airplane annual process was poorly managed & communicated. There were many starts & stops in the process and long periods of in activity due to fators beyound my control. Parts requested to be replaced were not verified to be defective & the owner was indecisve on the action to be taken. I was asked several times to stop and later told to continue. This went on over several months. Each time I would resumed work; it required me to travel the XX miles to the airplane from my home base. Remebering to bring all the necessary parts; tools & consumables to properly address the issues was a factor because I would get there only to discover that I forgot something. In addition my attension was divided due to my lead mechainc duties at ZZZ; I was constantly dealing with other mechanics working multiple airplanes at the flight school where I work. Better communication; clear expectations & better documentation of work flow/ status would help greatly in preventing this error. Better management of the plan and effecient use of time only to be rushed ar the end would have helped prevent this occurance.
