Helicopter Flight Instructor reported while practicing a power off approach to land on a taxiway they were unable to comply with Tower landing instructions and flew 30 feet over a taxiing Cessna.
Narrative
When making final approach; initial instruction was given to make a straight in for taxiway bravo and cleared for the option. Controller then began calling inbound traffic for parallel runway (Runway 17). Controller indicated that traffic was to the right of my location making it no concern as Runway 17 is to the right of Taxiway Bravo. Traffic was then verified by myself and my student that traffic was actually to the left of our location making it a concern as now our inbound headings were going to cross each other. We contacted tower to make them aware of the correction. Upon the correction call; Meacham tower gave a landing clearance to Taxiway Bravo North of Delta intersection. I then read back the call 'taxiway Bravo North of Delta' then proceeded to inform tower that I was making a power off approach and would be unable to make anymore adjustments for this approach. Tower acknowledged a power off approach. Upon my power off approach; I realized that I was going to extend slightly south of Delta/Bravo intersection. With 50 feet remaining I began a cyclic flair with power off just prior to the Delta intersection; while flairing I noticed another aircraft exiting runway 17 to cross taxiway bravo. I was unaware of this traffic and was not notified by tower that this traffic was intending to cross bravo anytime during my approach other than the indication to land 'north of Delta'. No evasive action was needed or taken. I was unable to comply with the landing 'north of Delta'. I acknowledge this was my fault as i acknowledged the call 'north of Delta'. I feel this situation could have been avoided by tower not making last minute changes while making an approach to try and increase the flow of in and out traffic to Runway 17. Additionally; better care can be taken to insure the traffic that pilots are being altered to are in the correct location so that we do not have to make such drastic changes on final. Lastly; if all acknowledge a power off approach is occurring maybe we hold traffic in and out of Runway 17 or Taxiway Bravo until landing is assured; as there's no available power that low to the surface to make necessary changes if runway incursions occur.
