TCASII INDICATED POTENTIAL CONFLICT; R WING TIP; 4 MI; SAME ALT; BTWN OUR POS AND ARPT. 'REDUCE 210 (SPD); R TURN TO 120 DEGS; DSND TO 3000 FT.' FOLLOWING CLRNC; SHORTLY AFTER INITIATING DSNDING TURN; 'TFC' ANNOUNCEMENT CAME ON TCASII VOICE; FOLLOWING SHORTLY BY 'CLB; CLB.' FROM AROUND 3800 FT THE CLB TOOK ACFT TO APPROX 4300-4350 LEVEL IMMEDIATELY FOLLOWING END OF TFC CONFLICT ADVISORY STATEMENT BY TCASII. ACFT WAS PROMPTLY PUT BACK IN DSNDING TURN WHILE PNF ADVISED ATC OF ALT EXCURSION DUE TO A TCASII RA. THE CTLR; IN A RATHER SURPRISING FASHION; IMMEDIATELY LAUNCHED INTO A DRAMATICAL OUTBURST ABOUT THE ADVISABILITY OF SUCH MANEUVER. HE WENT ON INTO CONSIDERATIONS ABOUT 6000 FT TFC CONFLICT! AND LACK OF CONFLICTING ACFT INTO OUR FLT PATH. CAPT EXPLAINED OUR MANEUVER WAS EXECUTING IN ACCORDANCE WITH TCASII PROCS. ATC SAID THEY WOULD FILE RPT. CAPT FOLLOWED UP ON THE TELEPHONE. FO FLYING THE APCH. INCIDENT LEFT CREW WONDERING WHY OUR STRICT ADHERENCE TO EVASIVE MANEUVER INSTRUCTED BY TCASII WITH IN FACT THE TARGET CLRLY ON THE SCREEN; WOULD PROVOKE SUCH REACTION FROM CTLR.
