There was an active construction zone at the end of the runway; which added to the safety hazard for takeoffs utilizing that runway. Narrative
DFW Runway 17R unsafe. On preflight; DFW departure ATIS advised pilots; with a warning notice; that Runway 17R's takeoff distance had been shortened to 9275 ft. This statement omitted critical information necessary for pilot decision-making protocols for this runway's suitability.No mention was made giving the reasons for which it was shortened. No mention was made that the true reasons for the warning; is that an unsafe runway environment for departing aircraft was implemented without the pilot's knowledge; in that they would be faced with an impossible rejected takeoff scenario when they exceeded the 9275 ft. takeoff distance and would then enter an active construction zone; complete with construction workers and heavy equipment - dump trucks - who would be unable to vacate the runway in time to make way for my aircraft.Future rejected takeoffs from this compromised runway won't be so lucky as they will likely collide with the unsuspecting construction workers and their equipment; likely destroying the aircraft with the accompanying loss of life that would inevitably occur. The DFW 10-9 page still shows a length of 13400 ft.; which led to confusion of my crew as to the reason for the ATIS warning of the shortened runway. Our airplane doesn't care how you refer to the clearway ahead of it; during a rejected takeoff. There is no clearway for us to use for heavyweight departures from this runway. At least arriving traffic are told via ATIS; this runway is unavailable to landing aircraft; which should have led to the same decision to prohibit takeoffs over the same hazard. The only questionably acceptable use for this runway would be takeoffs to the north; or taxi operations.Takeoffs; including possible rejected takeoffs to the south over the construction zone is gross negligence by the operational authority; and exposes pilots and controllers to investigation and prosecution; and risks the safety of the aircraft's passengers and workers on the runway. ATIS must reflect the true hazards present of active construction zone of personnel and equipment on south end of runway. Landings are already prohibited by ATIS on Runway 17R; departures must be likewise prohibited.
