Air carrier pilot reported while being guided into the gate; had to stop due to several baggage carts were parked within the operating safe zone. After the zone was cleared; they continued to move but had to apply brakes suddenly to avoid a person on a bicycle crossing in front of them.

Air carrier pilot reported while being guided into the gate; had to stop due to several baggage carts were parked within the operating safe zone. After the zone was cleared; they continued to move but had to apply brakes suddenly to avoid a person on a bicycle crossing in front of them.
Narrative
After arriving from Taipei we were to park at gate XX. Upon arrival at XX there was no guide crew to guide us into the gate. We noticed eight (8) baggage carts parked within the gates safety zone; so we notified OPs of the problem. It took almost 10 minutes for a guide crew to arrive and they gave us a green light and tried to guide us into the gate without having moved the baggage carts in our way. I flashed my lights several times to get their attention as well as pointing to the carts; which were on both sides of the gate. I refused to taxi and we again called OPs. After a few minutes they moved the two carts on the right side of the gate but not the five still on the left. They once again tried to guide me into the gate; I refused and flashed my lights again. Now the ground crew partially moved two of the remaining five carts and again tried to guide me in; I again refused. At this point the five strings baggage carts each had two carts over the red line into the gate safety zone. We again called OPs and I again flashed my lights. After that the ground crew finally moved the five carts away from the gate area. Now the area was clear so I began to proceed to the gate. Half way thru my turn into the gate a man riding a three wheeled bicycle peddles directly across the front of my aircraft requiring me to make an [abrupt] stop! Yet the guide man is still signaling for me to proceed! We finally safely made it to the gate despite the repeated attempts by the ground personnel's attempts to bring us into un unsafe gate!
