A319 pilot monitoring reported an FA informed the flight crew of a lithium-ion battery from a wheelchair being on board. The reporter asked multiple agents if the proper process for batteries was completed but the agents did not know what to do. The batteries were then verified by the reporter and subsequently properly secured.

The batteries were then verified by the reporter and subsequently properly secured.

Narrative

PM. #1 FA was informed there was a lithium-ion battery in the cabin from a wheelchair. Due to our incident earlier in the day at ZZZ; she shared the info with me. I asked Agent A if they had visually inspected the battery for damage and properly secured it in accordance with their procedures. Agent A had no idea what I was talking about. I showed Agent A the company manual for customer service procedures. Again… no clue. I asked for the manager. Another agent came to the plane and I asked the same questions. Again; Agent B said they didn't know what I was talking about; but this is what we always do" and "I'm a Compliant Resolution Officer and Ground Security Coordinator and we have tight connections." As no one had verified the batteries were in good condition; I asked to see them so I could verify that. Turns out there were two batteries stored together and put on top of each other. They appeared in good condition; so we followed proper procedures to secure them.Cause: Agents seemed to not be trained on how to accept lithium-ion batteries for transport. Also; I don't think agents should be putting on-time/connections over aircraft safety."
