ACR X HAD LTSS FROM SMA Y. SYS ERROR. MULTIPLE RWY OP INTERSECTING RWYS.

Narrative

ACR X WAS ON FINAL RWY 23; CLRED TO LAND. SMA Y WAS ON FINAL FOR RWY 32; ALSO CLRED TO LAND. A STATE POLICE HELI WAS AIRBORNE. NUMEROUS ACFT ON GND FREQ. GND AND LCL COMBINED. THE STATE POLICE COPTER CROSSED THE FIELD BTWN 2 INBOUNDS FOR RWY 23 AND SITED SMA Y FOR RWY 32. HE THEN RPTED ADDITIONAL TFC; PRESUMABLY INBOUND FOR RWY 32 WHICH THE CTLR COULD NOT SEE AND PRESUMABLY WAS A CONFLICT WITH COPTER AND OTHER TFC. THIS TOOK TIME AND ATTN. SMA Y WAS ON A FLT PATH SO AS TO LAND NW OF RWY 23 ON RWY 32. THIS WAS ANTICIPATED. SMA Y WAS FASTER AND DID NOT REDUCE AS EXPECTED AND ALSO DID NOT FOLLOW STANDARD NOISE ABATEMENT TURN IN. SMA Y LANDED WITH THE NOSE JUST INTO THE INTXN OF THE 2 RWYS. ACR X WAS TOUCHING DOWN AT APPROX SAME TIME. SMA Y WAS TOLD TO ROLL IT THROUGH INTXN AND DID SO. ACR X PASSED BEHIND AFTER SMA Y WAS CLR OF RWY. THE PROBLEM WAS IN MY PERCEPTIONS OF WHAT THE 2 ACFT WERE DOING AND THE DISTR OF COPTER AND POSSIBLE CONFLICTING TFC. GENERAL BUSINESS AND RAPIDITY OF INCREASE OF VOLUME. I ATTEMPTED TO GET ANOTHER CTLR FOR GND CTL TO DECOMBINE. THERE WERE ONLY 3 PEOPLE ASSIGNED TO TWR -- MYSELF (AN AREA SUPVR); 1 ATA AND 1 FPL. THE CTLR WAS ON BREAK.
