Narrative
We pushed back from gate X on Day 0 at XA:36 local; I was told to release at the top of the alley. Ramp then instructed us to follow the airbus in front of us to spot X. The airbus we were instructed to follow was only able to move up a few hundred feet west because of two aircraft in front of them holding at spot X. There was no room for us to fit behind him on taxiway 1". We taxied as instructed and had to stop before actually turning on taxiway "1". So as to not stop in the turn. My FO & Relief Pilot confirmed (since my call with Person A) we were monitoring Ramp on #3 radio and ground on #1 radio. After we stopped; with my taxi light on; we noticed an A319 come from the left on "Taxiway 1" he proceeded to taxi directly in front of us. My nose wheel was on the taxi line where the paint begins to turn. There was insufficient room for any airplane to fit. I turned on my landing lights to get his attention; he didn't even slow down. In my opinion this was reckless behavior. When I queried ramp about the A319; he said it was his (ramps) fault; he instructed him to do that. I didn't hear ramp give out those instruction and completely surprised by the A319's behavior.Cause: I can think of nothing I/we could have done differently to prevent this near accident. We were stopped when I first saw the A319 coming from the left and he was way down the taxiway at that point."
Second reporter narrative
Pushed Gate X @ XA:36 local. Instructed to release top of the ally. Then instructed by ramp Taxiway 1 to spot X; behind airbus directly in front of us". Airbus moved up cleared to left and Right no aircraft. Taxied straight ahead. Airbus moved a hundred feet or so. I taxied up to where the paint starts the turn and stopped so as to not stop in a turn. I noticed a A319 coming from the left on Taxiway 1 at a pace to indicate he wasn't going to stop. I had my taxi light on the whole time so he could see I was planning too move when space was available. He didn't even slow down and went right in front of us. His RT wing tip was approximately 15' from the nose of our aircraft. When I queried ramp; the ramp guy said he told them to do that; and to blame him. We were no longer on the ramp frequency; I had to go back to to call him. I got the feeling he didn't instruct him to go in front of us. The ramp guy is very unprofessional either way. I saw the A319 swerve a little away from us; he knew or should have known this was very reckless.Cause - Ramp tower needs to be more professional. The other captain needs training on appropriate operation of his aircraft."
