TAXIING TFC WDB STRIKES WINGTIP AGAINST ANOTHER ACR WDB TAIL DURING RAMP OP PUSHBACK.
Narrative
I WAS THE INTL OFFICER OCCUPYING THE JUMPSEAT ON A WDB X THAT TOUCHED WINGTIPS WITH A WDB. WE WERE CLRED TO TAXI TO HARDSTAND BY WAY OF THE INNER TAXIWAY AT ORD. A WDB STARTED ITS PUSHBACK FROM GATE AHEAD OF US. AS THE DISTANCE CLOSED; MY CAPT SLOWED TO A CRAWL AND STOPPED. THE FO COULD NOT SEE IF WE WOULD CLR AND TRIED TO GET SOMEONE'S VISUAL ATTN SO WE COULD CONTINUE. FROM MY SEAT IN BACK OF THE FO; I COULD SEE A GND CREWMAN GET OUT OF A TRUCK AND WALK TOWARD THE REAR OF OUR ACFT. HE DID NOT LOOK IN THE DIRECTION OF OUR COCKPIT OR GIVE ANY HAND SIGNALS. A FLT ATTENDANT CALLED FROM THE BACK AND SAID OUR WINGTIP WAS TOUCHING THE WDB. AT ABOUT THE SAME TIME; THE FO HAD OPENED HIS WINDOW AND CONFIRMED THE FACT. I DID NOT FEEL ANY IMPACT. A MAJOR CONTRIBUTING FACTOR IS BOTH ACFT WERE CTLED BY DIFFERENT AGENCIES; THE WDB X BY ORD GND CTL AND THE WDB BY RAMP CTL. THE WDB X WAS ON THE CTRLINE WITH THE WDB'S WING HANGING OUT INTO AN ACTIVE TAXIWAY. BOTH GND AND RAMP CTL MUST COORDINATE THE MOVEMENT OF LARGE WDB ACFT THAT CONFLICT IN THOSE AREAS.
