Synopsis

Air carrier Captain reported a safety concern due to lack of turnaround chart or NOTAM guidance for reverse course maneuvering on runway displaced threshold at a non-towered airport. The Captain followed faded taxi lines; identified concrete surface damage; then lined up on the runway; completed the flight and a damaged nose gear tire was discovered after landing at the destination.

Narrative

Confusing/conflicting information exists on where to turnaround on back-taxi for runway XX at ZZZZ. Jeppesen 10-9 page says: Aircraft are prohibited to make 180 turns anywhere on runway XX/XY. Turns will be authorized only at the end (turning bay) of runway XX." There is no other guidance on where to turnaround in the 10-7 pages. Approaching the threshold; my FO pointed out a yellow turnaround taxi line on the runway side of the threshold. I did not see it; and he saw it late; because it is faded and we did not expected to see it because of the instructions on the 10-9 page. We stopped; and because we were so close to the threshold; and because of the 10-9 instructions; I decided to follow a faded white turnaround taxi line in the turning bay / displaced threshold. Once committed into the displaced threshold turning bay; I spotted FOD (electrical cable) which I was able to steer clear of. Then I spotted a damage in the concrete which I attempted to avoid as much as possible. There were no NOTAMS that the turning bay/displaced threshold is closed. We taxied forward; away from that mess; on to NE side of the threshold and got ready for takeoff. The taxi forward felt normal and we felt safe to depart. Takeoff roll felt normal and we departed normally. Landing and taxi to the gate at our destination felt normal. After shutdown; a maintainer came up to the flight deck to ask about a cut the crew chief found on the left nose tire (tire NOT flat). Yikes. I told them it must have come from the damaged runway XX turning bay at ZZZZ. The maintainer said he would create an entry in the logbook and change the tire. I apologized for giving him extra work and thanked him for changing the tire. Cause: ZZZZ needs to NOTAM the displaced threshold turning bay closed. It should be made clear to not use the turning bay and instead accomplish your 180 turn on the yellow line east of the threshold; ON THE RUNWAY. On the 10-9 page; this sentence needs to be reworded: "All aircraft are prohibited to make 180 turns anywhere on runway XX/XY" because clearly you need to turnaround NE of the [runway] XX threshold ON THE RUNWAY."
