ACR WDB PIC MAKES A MISSED APCH AFTER EXPERIENCING AN ALTDEV ALT UNDERSHOT. ALT XING RESTRICTION NOT MET ON IAP LOC DME APCH.

Narrative

APCH BRIEFING WAS COMPLETED FOR A W LNDG. WIND CHANGED AND PIT WENT TO AN E OP. I MAINTAINED INITIAL APCH ALT WAITING FOR GS CAPTURE. REALIZING WE WERE INSIDE THE INITIAL APCH FIX; I BEGAN A DSCNT. ARPT CAME INTO VIEW ABOUT 4 MI AHEAD; AND I KNEW WE WERE TOO HIGH FOR A NORMAL APCH; SO A MISSED APCH WAS EXECUTED WITHOUT ANY PROBLEMS. THE GS WAS DEACTIVATED DUE TO ARPT CONSTRUCTION. I HAD OVERLOOKED THIS BECAUSE I WAS ANTICIPATING A W LNDG. THE FO TOLD ME LATER THAT HE HAD ONLY LISTENED TO THE WX AND RWYS IN USE ON THE ATIS. THE ATIS WAS EXCESSIVELY LONG DUE TO ALL THE CONSTRUCTION AT THE FIELD; MOST OF WHICH WAS TOTALLY NON-PERTINENT TO ANY FLT. I STRONGLY RECOMMEND MORE CONCISE AND TO THE POINT ATIS MESSAGES. IT WAS ALSO MUCH MORE USEFUL AND SAFER TO HAVE ATIS MESSAGES RECEIVED VIA ACARS; ENABLING BOTH PLTS TO READ THE ENTIRE MESSAGE. MY REPEAT APCH; WHEN AWARE IT WAS A LOC ONLY APCH; WAS TEXTBOOK. ALSO; APCH CTL CLRED US FOR AN ILS APCH. HAD THE CTLR STATED THAT IT WAS A LOC APCH; THE MISSED APCH WOULD NEVER HAVE BEEN NECESSARY.
