Narrative

ACFT WAS VFR BEING VECTORED TO RWY 28R IN MVFR CONDITIONS. ACFT WAS CLRED TO LAND APPROX 1 MI FROM RWY 28R AT 1200 AGL WITH INSTRUCTIONS TO MAINTAIN BEST FORWARD SPD. AN MLG WAS CLRED FOR TKOF ON RWY 28R AT THIS TIME WITH NUMEROUS AIRLINER TFC FOLLOWING. WIND WAS 150 AT 7. LNDG WAS ACCOMPLISHED AT HIGHER THAN NORMAL AIRSPD. ACFT WAS INSTRUCTED TO EXIT RWY 28R AS SOON AS POSSIBLE AS TFC WAS ON SHORT FINAL. ACFT EXITED THE RWY ON TAXIWAY N7 AT APPROX 40 KTS. DIRECTIONAL CTL WAS LOST AT THIS POINT WITH A RESULTING GNDLOOP. NO DAMAGE TO ACFT -- ONLY THE PLT'S EGO. CONTRIBUTING FACTORS: MIXING OF HIGH/LOWS APCH SPD TFC. HIGHER THAN NORMAL APCH SPD. LNDG WITH QUARTERING TAILWIND. ATTEMPTING TO COMPLY WITH CTLR'S INSTRUCTION. POSSIBLE WAKE TURB FROM DEPARTING MLG. HUMAN FACTORS: PLT SHOULD HAVE INITIATED A GAR WHEN CLRED TO LAND -- TOO HIGH AND TOO FAST. PLT SHOULD NOT HAVE ATTEMPTED TURNOFF AT HIGH SPD TAXIWAY. SYS FACTORS: CTLRS SHOULD HAVE MORE TRAINING AND CONSIDERATION OF MIXED SPD TFC. THE HIGH/FAST SCENARIO IS THE RULE RATHER THAN THE EXCEPTION AT LARGER ARPTS.
