ACR X DSCNT THROUGH OCCUPIED ALT HAD LTSS FROM ACR Y. SYS ERROR.

Narrative

ACR X NBOUND; READY FOR DSCNT INTO TOL. ACR Y; CLBING NEBOUND IND TO ROD J29 LGA. WHEN I ASSUMED RESPONSIBILITY ACR X WAS VERY HIGH AND NOT ON THE PREFERENTIAL RTE TO TOL. I FIRST TURNED ACR X 15 DEGS R TO CLR THE 2 WBOUND ACFT AT FL310 AND TO AVOID A MULTIPLE ACFT AT ROD (REFER TO DIAGRAM). AN MLG WAS THEN CLRED TO DEVIATE S OF COURSE FOR WX AROUND MIE. ACR X WAS GIVEN DSCNT CLRNC TO FL240 CLRING THE FL310 WBOUND. MY D-SIDE CALLED CLE TO APPRISE ACR X NOT BEING ON THE PREFERENTIAL ROUTING. THEY UNABLED THE REQUEST. THE APPLETON SECTOR (TO MY R) FLASHED NORDO ACR. I TOOK THE HDOF AND MY D-SIDE TOLD ME THEY WERE UNABLE TO CONTACT HIM (NORDO). I TURNED ACR X FURTHER R TO 025 DEGS TO MISS NORDO; ISSUED PREFERENTIAL ROUTING; AND A H DG TO JOIN IT LEAVING FL270 (TO CLR ACR Y). MODE C SHOWED ACR X RATE OF DSCNT 2400 FPM. ACR Y THEN GIVE DIRECT ROD AND CLB TO FL290. ZOB FLASHED ACR Z (AUTO-CLB TO FL290); TFC FOR ACR Y. I CALLED THEM TO STOP HIM AT FL280; BUT THEY DIDN'T ANSWER. THE FL310 WBOUND ON THE N SIDE ASKED TO DEVIATE S FOR WX. SINCE THIS WOULD CAUSE CONFLICT WITH THE PARALLEL AT FL310; I HAD THE D-SIDE COORDINATE BEFORE I ISSUED UP TO 20 DEG L DEV. ACR Z CALLED AND I STOPPED HIM AT FL280. WHEN I SAW ACR X (NOW ONLY 1800 FPM) WOULDN'T GET BELOW ACR Y (NOW LEVEL FL290); I GAVE ACR X A 050 DEG HDG AND TURNED ACR Y 30 DEGS L. A FEW SECONDS LATER; ACR X WAS GIVEN A 070 HDG; BUT THE RATES OF TURN ONLY GOT ME 4 MI. I WAS WORKING THE SECTOR JUST 6 MINS BEFORE THE AEDP MACHINE ACTIVATED. WE GET ACR X ON TOP OF THE DTW AND CLE ARRS EVERY DAY FORM OUR S SIDE. ACR X DOESN'T HAVE THE PREFERENTIAL RTE IN THEIR CANNED FLT PLANS.
