Synopsis

GA pilot reported a near mid air collision with another aircraft taking off while practicing an instrument approach using a view limiting device. They removed the view limiting device and took evasive action to avoid a collision.

Narrative

I was flying a practice RNAV09 instrument approach to Ramona; CA (RNM)using a view limiting device. My heading was approximately 090. While on the approach; another plane took off from RNM on a westbound heading. The Ramona tower called the approaching traffic. The safety pilot saw the plane and reported traffic in site to the tower. He thought it was on track to pass off to the right of us so he told me to steer left; which I did.The Ramona tower observed us turning left; which appeared to put us more on a collision course with the approaching traffic. When the controller called again; I noted the urgency of the call and removed the view limiting device. I saw the approaching traffic and that the correct evasive action was a right turn; which I immediately executed and we passed by the approaching traffic without further incident.I know that in almost all cases; a turn to the right is the correct evasive maneuver when planes are approaching each other head on so when the safety pilot told me to turn left I should have immediately removed the view limiting device so that I could do my own assessment of the situation and determine the correct course of action.
