Synopsis

EMB-145 Captain reported an engine failure after leveling off at FL280 resulting in a return to the departure airport.

Narrative

After leveling at FL280 and while accelerating to cruise airspeed the First Officer (FO) and I heard a loud boom followed by a slight yaw to the left. Engine 1 was spooling down and number 2 had seized. I called engine 1 out; had the FO start a descent to 10;000 and a turn to return to ZZZ. I [requested priority handling] with ATC and notified the Flight Attendant (FA) and passengers. I ran QRH. I completed the QRH and configured FMS and briefed the approach. I sent an ACARS to Dispatch and called ZZZ operations. These tasks were completed as we approached the ZZZ terminal area. A restart was not considered due to 0 n2 rotation. We landed and stopped on a taxiway to have the emergency personnel determine it was safe to taxi to the gate. The decision to return to ZZZ was supported by time to accomplish tasks; distance and time. We accepted our first vector from Approach 14 minutes after the engine failure. No injuries to my knowledge. After parking and deplaning pax I called Dispatch and chief pilot. I pulled flight data recorder (FDR) and cockpit voice recorder (CVR) circuit breakers and called Maintenance to make appropriate log book entries. We also had a traffic advisory to work through as we were flying vectors to final. We landed using ILS XXR.
