Synopsis

Air carrier pilot reported that during taxi; they had to quickly stop aircraft due to vehicles not yielding to the aircraft.

Narrative

Ground vehicle traffic on service road not stopping to allow clearance for aircraft turnout and taxi. After pushback from gate XX at night with icy conditions and poor visibility had to hold for a few minutes with taxi light on waiting for any traffic on XX gate service road to stop and allow aircraft space to turn out and taxi. Taxi light had no effect on ground traffic. All lights on had no effect on traffic movement. Aircraft movement with lights on had no effect on ground traffic stopping clear of wing arc area needed for turn out. Quickly stopped aircraft as ground traffic did not slow and we had difficulty ensuring wing tip clearance due to deice/anti-ice fluid obscuring traffic side windows. Informed Ramp Control we were holding position until ground traffic was gone--couple more minutes. As we taxied north on the taxi line; we were further delayed; minutes; for other traffic delayed for turnout and taxi by the same ground traffic yield issue. We were forecast 15 minutes late to the destination at takeoff and used increased fuel burn to make up what time we could enroute to destination.
