Pilot reported the rotating beacon at SQL; San Carlos Airport; CA.; has a shield around it and the beacon is not visible from the west until 3 NM.
Narrative
The Beacon is not visible from a Western approach from 3000 feet over Crystal Springs Res. 6 nm. Due to a 'shield' to protect the residence from this essential nav aid. As this beacon is new; every other beacon is visible (Oakland; Hayward; Palo Alto; SFO; and SAN Jose) SQL BEACON IS NOT VISIBLE FROM A WESTERN APPROACH UNTIL 3 miles out between Hwy 280 and 101. First the white light is visible but the green light is not visible until 1500 ft 3 nm. This is a problem for all missions and should be a NOTAM.TO CORRECT THIS PROBLEM; THE BEACON NEEDS MAINTENANCE. I SUGGEST THIS BE INVESTIGATED AND MITIGATED BEFORE IT CAUSES AN ACCIDENT. THERE IS 'A shield' according to ATC SQL; ' To protect the residents from the Beacon'I was able to locate it due to 9 High Power line red lights visible from 3500 to surface upon approach from HAF. THE BEACON IS NOT VISIBLE FROM THE WEST AND THIS IS A PROBLEM THAT REQUIRES ATTENTION!!!I suggest lowering this shield or removing it completely; the angle is too high and protecting the residents is impertinent to the fact that pilots need to see these Beacons to navigate VFR at night. The residents can buy curtains.
