Air carrier First Officer reported Hazmat cargo loaded on aircraft without completing the Hazmat protocol not providing the NOTOC to the flight crew prior to departure.
Narrative
B777 on the ramp in ZZZZ. Military flight. Military Passengers carrying Iridium type of equipment box attempted carrying item onto aircraft. Ground Ops were notified of the equipment request to carry onboard aircraft cabin. Captain of flight was notified. Passengers than self-disclosed that these same type of Iridium equipment were loaded on aircraft on our departing flight from ZZZZ1 and were in Cargo hold of aircraft. Ground Representative noticed these boxes on inspection of landing in ZZZZ and also notified Captain.Captain notified all crew members and contacted Company Dispatch and Director of Flight Operations. Dispatch determined that this equipment was identifiable as Hazmat and not permitted on aircraft. No Hazmat paperwork or Notice to Captain was filed from Ground Handler or weight and balance forms from ZZZZ1. B777 on the ramp in ZZZZ. Military flight. No paperwork or notification was provided to any members of the Flight Crew that this material was loaded on the aircraft on the weight and balance; or notified to Company Operations before aircraft departed ZZZZ1. Unable to determine if Military personnel in charge of cargo notified company or ground handler of this equipment or if a visual inspection was made by Ground Handler before flight departed.After determining equipment was not approved for carriage in cabin or aircraft cargo hold; equipment was removed from aircraft by Military. Company Operations and Director of Operations released flight to ZZZZ2.Proper procedure needs to be followed by all company representatives and military personnel so cargo items are listed on Cargo Manifest; NOTOC and Weight and Balance. If any personnel is unsure if Cargo is HAZMAT; than the Ground Representative and Military Representative need to immediately contact company for immediate notification and compliance. They also need to notify the Flight Crew if cargo appears questionable; and list it on the required flight paperwork.
