Synopsis

ORD Controller reported a safety issue with multiple occurrences of aircraft not holding short of the taxiway.

Narrative

Aircraft X landed Runway 28C and was instructed to hold short of Taxiway GG by the South Local Controller; then told to monitor my frequency. I observed Aircraft X join Taxiway GG pointed towards 28R and still moving; though they did not cross 28R. Aircraft Y did the same thing later.This is a major problem that has occurred multiple times. Something needs to be done about this and it needs to be communicated to the airport users that when we say to hold short of a taxiway; we mean exactly that; hold short of the taxiway; not the runway that that taxiway intersects. I have had departures say on frequency 'is that guy stopping' when they see someone make the turn towards the runway; it definitely makes them nervous. If I observe that an aircraft has blown through the hold-short that was previously issued to them; I have no assurance they will hold short of the runway it intersects. It's a safety issue and one day there is going to be something bad that happens if this is allowed to continue. We should be allowed to give brasher warnings to any aircraft that does not comply with their hold-short instructions so that they don't get complacent; and maybe word will get around and this will stop.
