ACR WDB TAXIS FROM RAMP AREA AHEAD OF SEVERAL OTHER COMMUTER ACFT WITHOUT GETTING A SEQUENCE FROM GND CTL.
Narrative
WHILE WORKING GND CTL; AN EMER ARR; LOSS OF HYDS; SHUT DOWN THE ARR RWY AND NECESSITATED A RWY CHANGE. THIS OCCURRED DURING PEAK DEP DEMAND. THERE WERE SO MANY ACFT HOLDING ON THE FIELD WAITING FOR DEP I WAS NOT ABLE TO MOVE ANY MORE ACFT OFF THEIR RAMPS FOR AT LEAST 20 MINS DUE TO THE NEW RWY CONFIGN. I DID THE BEST I COULD TO EXPLAIN TO THE USERS WHY I COULD NOT TAXI THEM OUT. MOST WERE VERY COOPERATIVE. THEN ACR X (A WDB) CALLED ME FROM THE INTL RAMP. I NOTICED HIM MOVING FROM THE START UP PAD (ACR X IS A NONSTOP JFK-LGA; ATHENS) ABOUT TO FORCE HIS WAY IN FRONT OF 2 SMTS PATIENTLY WAITING FOR TAXI. I IMMEDIATELY TOLD ACR X TO HOLD HIS POS AND DID MY BEST TO EXPLAIN HOW THERE WOULD BE SOME DELAY AND THAT THERE WERE OTHERS PATIENTLY WAITING TO TAXI AHEAD OF HIM. ACR X SAID TO THE CAPT OF THE SMT; WHICH WAS UPSET; THAT HE HAD THE RIGHT OF WAY COMING FROM THE R. AT THIS POINT; ACR X WAS STOPPED; VERY CLOSE TO THE SMT AND IT SEEMED THE SMT BARELY HAD ENOUGH ROOM TO PASS THE ACR X. I DEFINITELY DID NOT THINK ACR X COULD PASS THE SMT; NOT ENOUGH ROOM. BEING VERY BUSY; I DID NOT GET THE XMISSION FROM ACR X. IT SEEMS AS TFC MOVED UP; ACR X DID TOO; AND PUT HIS WING OVER THE TOP OF 2 ACR SMTS. NEEDLESS TO SAY; THE 2 CAPTS WERE IRATE; THE WAY ACR X WAS PUSHING HIS WT AROUND WITH COMPLETE DISREGARD FOR THE SAFETY OF THOSE ON THE SMTS.
